No Reverse 911 Call?

The Tewksbury State Hospital houses some violent criminals. The facility serves a number of purposes including mental hospital and prison. It's been that way for years. When I lived in Tewksbury we would, on rare occasions, receive reverse 911 calls from the local police telling us that some one who shouldn't have been off the hospital grounds was off the hospital grounds. I also seem to recall getting important reverse 911 calls about things like fund-raisers.

I have family and friends in town still. One lives very close to the hospital. Literally next door. He said he could hear evidence of the search for this escaped prisoner last night, but he didn't receive anything from 911.

That's inexcusable. There's a violent criminal prison escapee in town and the public had to hear about it on the news the next day? What's the point of the system then? There absolutely should have been a reverse 911 call placed. Way to drop the ball.
